John, I prepared this scenario from the perspective of what it might look like to simply reduce the quantities being used as a prompt to consider if there is anything we could do to achieve it without collapsing the economy. The driver for considering the scenario is groundwork for developing a risk management strategy and getting ahead of the decline curve that will drive prices up. This back of the envelope exercise is simply meant to demonstrate that it's going to be very difficult to drive down consumption in a programmatic way without damaging the economy, leaving us at the mercy of destructive price shocks.
There's an excellent article by Chris Skrebowski available here on the interaction between oil availability, price, and impact on the economy:
An brief economic explanation of Peak Oil

Richard,

Your 2020 scenario does not mention where you see oil prices. Agriculture is projecting a substantial expansion by 2020 but under your scenario that would not be possible. Also in order to ring fence agriculture and industry from increased prices/supply restrictions they would need to be subsidised. Small increases in food/heating costs will have social consequences especially in a shrinking economy.

it is a huge change to have the IMF even discuss the possibility that energy prices might have an influence on economic growth never mind including them in their growth models.

Pity there were not more Oireachtais members at the seminar or that the mainstream press considered swanning around Dublin Castle to be more important the previous weekend. Well done to SEAI/ASPO on the Presentation.
